Adhoc is Luxembourg’s first non-profit housing cooperative, established to introduce new models of residential living in a market dominated by high prices and limited affordable options. Founded with recognition from the Ministry of Social Economy, the cooperative’s status prevents any distribution of profit to members, focusing entirely on social returns through community benefit. Adhoc aims to provide its members with access to housing built on ecological principles and designed for social coexistence. In practice, this means members not only live in but also help plan their communities, ensuring a high degree of participation in decision-making. Housing costs under Adhoc are reported to be significantly lower than prevailing market rates, and allocation of residences is managed through a process where members pay a deposit to secure their place and an annually recalculated usage fee thereafter. The cooperative’s activities include advising individuals and groups interested in launching cohousing projects, as well as public advocacy to promote alternative housing models. Adhoc’s initial high-profile project in Luxembourg’s Kirchberg business district was halted in early 2021 due to restrictive site requirements, such as mandatory sale of units and selection criteria tied to social status, which conflicted with cooperative principles. Currently, Adhoc is preparing a collaborative cohousing initiative in Weiler-la-Tour, focusing on communal, affordable, and ecologically conscious living. The organisation continues to face challenges due to Luxembourg's housing policies and the prevailing economic interests in property development, but it remains a central actor in advocating for socially driven, participatory housing alternatives in and around Luxembourg City.
