The Climate Positive Europe Alliance (CPEA) is an independent, membership-based think tank and action network headquartered in Brussels, Belgium. It was launched on March 18, 2021, with support from four founding organizations: the German Sustainable Building Council (DGNB), Green Building Council España (GBCe), the Austrian Sustainable Building Council (ÖGNI), and the Federation of European Heating, Ventilation, and Air Conditioning Associations (REHVA). CPEA’s mission centers on transforming the European construction and real estate sector by promoting sustainability across every stage of the built environment’s life cycle—from planning and financing to construction, operation, and deconstruction. Its activities are rooted in cross-sector dialogue and research, aiming to connect policy and market realities. The organization focuses on advancing more ambitious targets than net-zero emissions, advocating for whole life-cycle approaches, circularity in buildings, sustainable finance, and robust data management. CPEA’s governance includes notable figures such as Dr. Christine Lemaitre (DGNB) as chair and Bruno Sauer (GBCe) as vice-chair. Its membership and alliance extend to sectoral organizations across Europe, providing a network of technical expertise and advocacy ties. The organization currently works on issues linked to the EU Taxonomy, the Energy Performance of Buildings Directive (EPBD), and other European sustainability initiatives. CPEA engages in joint research projects, advises policymakers, and supports implementation of EU directives relevant to sustainability in the built environment. The alliance is also affiliated with the Global Alliance for Buildings and Construction.
