The Creative Bureaucracy Festival 2025 was held on June 5, 2025, at Festsaal Kreuzberg in Berlin, Germany. Organised by the Berlin-based Falling Walls Foundation, the festival serves as one of the largest international gatherings dedicated to public sector innovation. Over 2,100 participants from government, politics, civil society, and global change-making organisations attended in person, with 2,000 more joining via livestream, marking a record attendance.
The event featured more than 200 speakers from over 30 countries, delivering 90 sessions across four main stages, five workshop spaces, and a new meetup area. Key topics included state reform, inclusive innovation, cultural transformation, and modernization of administrative processes. The festival also hosted standout sessions such as "GermanyWelcomes – Skilled immigration, but how?" focusing on transforming bureaucratic procedures to better attract international talent.
The programme incorporated innovative session formats in both German and English, and emphasized accessibility, community engagement, and practical tools for improving public administration. Preceding the main day were special events including the Global Government Innovators Forum and the Young Bureaucrats Event, fostering next-generation engagement and international peer exchange.
The festival was designed not as a traditional conference but as a dynamic, inclusive space, featuring networking opportunities, music, and cultural programming to encourage creative thinking and collaboration among bureaucrats and public innovators.
