The European Network of Living Labs (ENoLL) is an international non-profit association headquartered in Brussels, Belgium. It was established in November 2006 during the Finnish Presidency of the European Union, aiming to advance real-life user-driven innovation ecosystems across various sectors. Since its founding, ENoLL has evolved into the largest global network of Living Labs, serving as both the only certification body for such initiatives and a platform for collaboration among more than 480 historically recognized Living Labs worldwide. The Living Lab concept, as promoted by ENoLL, involves collaboration among citizens, public authorities, private enterprises, and research institutions. Distinct from traditional laboratory settings, European Living Labs study and involve users within their actual environments, enabling innovation that is shaped and tested in the context where it is meant to be applied. This approach, based on open, user-oriented innovation, became a central principle of European innovation policy during the 2000s. ENoLL's work spans facilitating knowledge exchange, supporting joint initiatives, and fostering project partnerships among members. The network also acts as a policy influencer at both European and international levels. Recent examples of ENoLL's activity include its role in the Mission Soil initiative under Horizon Europe, which aims to establish 20 Living Labs to tackle soil health and remediation challenges across the continent. ENoLL organizes OpenLivingLab Days, its flagship annual event, which in 2025 will experiment with Andorra as a “country-wide” Living Lab, providing a dynamic testing ground for innovation. Through these ongoing activities, ENoLL continues to drive the adoption of user-centric, real-world experimentation worldwide.
