The European Network of Living Labs (ENoLL) is an international, non-profit association based in Brussels, dedicated to fostering open, user-driven innovation through the Living Lab approach. Established in 2006, ENoLL serves as a global federation of accredited Living Labs, gathering over 170 active members across 40 countries, with around 20% located outside the European Union. Its membership encompasses research institutions, public authorities, private companies, and other organisations committed to advancing collaborative innovation. Living Labs are real-life, open innovation ecosystems that bring together citizens, governments, industry, and academia—known as the Quadruple Helix model—to co-create, test, and validate new products, services, and solutions in everyday environments. ENoLL plays a pivotal role in facilitating knowledge exchange, joint projects, and partnerships, as well as advocating for the adoption of Living Lab methodologies in policy and practice across diverse domains such as health, energy, mobility, and social innovation. As the leading certification body and platform for Living Labs, ENoLL offers capacity-building programmes, best practice sharing, and a robust network for tackling societal and economic challenges. By placing users at the centre of innovation, it supports the development of more relevant, tested, and scalable solutions throughout Europe and beyond. The network’s governance is overseen by an executive board, and membership is open to entities that align with its co-creation and open innovation principles.
